Even Sauron wouldn't fuck with him and instead would have given his wood a wide berth had he defeated his enemies and ruled - because Tom Bombadil is literally invisible within his own boundaries. Forests can be cut down and land corrupted by Sauron as Galdor of Grey Havens ponders in the council. Of course this is just a guess by the Elves. It is a curious episode in the context of the larger story, still lingering a bit on the notion of faerie story (or perhaps children's story would have been more acceptable to Tolkien) before venturing into darker and more serious territories, the Shire being still somehow in touch with such wonders even though most of its inhabitants didn't know of it. But, as far as I remember, this is not the case. Already in The Hobbit Tolkien mentions you can find pretty much anything if you get around. (What's Gollum? Why can Beorn turn into a bear? No in deep explanation is ever needed at that point.) And he did tend to rely, relatively speaking, on improvisation.What about the Drúedain? Nobody expects the Drúedain when reading LOTR. Yet they are cool. Those sentient trees also come pretty much out of nowhere, and so on. What is all that stuff? Just things that exist on Middle-Earth. What I personally took away from that debate and from the vague, ambiguous descriptions provided by the writer was that Tom's wood, his domain, was a magical place which normal, natural rules didn't apply to. Look at how badly Smaug was intergrated in the background, which in itself is obvious CGI. Also the color grading is awful.
