No, he doesn't, but he has a singer, who gets exact notes by Williams how to sing, when not to sing etc. It's 10-bar sketches at least, with every slightest crescendo or decrescendo marked and other notes on singing details. The singer is really nothing more than an executor. If Williams were to sing himself, he'd sing exactly the same way his singer does for him.
