I read somewhere that the film's "rise" chant is in the Moroccan language. Seeing as French and Arabic are two of the most spoken languages in the north African barbary states, perhaps Talia was raised there.

According to Wikipedia, Bruce approached Ducard for training in Paris, so I assume he's among the French.

Ra's Al Ghul sounds like a faux-Arabic name designed to play on racist sentiments of the time. They cast a white guy in the role and a French woman as his daughter. The League of Shadows from Batman Begins was made up mostly of Chinese people. And Bane is white but has all sorts of different accents. Oh, and the old guys in the Lazarus pit sounded eastern European or Russian. There's really no ethnic continuity; Nolan just wanted to create a sense of "other" for the audience.

Ra's Al Ghul is actual Arabic, I think. It means "The Demon's Head"
