As a buyer, you can schedule a complaint for EITHER 1) an article you didn't receive OR 2) a faulty (or otherwise incorrect) article. And you cannot change a complaint. All the seller has to do is wait a couple of weeks for you to file the first type of complaint, and then ship a faulty article. I paid €100 for a video card that didn't work, and the only reply I got from PayPal was that they had to draw the line somewhere.In short: Worthless.
