In fact, it's incredibly remarkable considering computer animation was in its infancy a couple decades ago. One of the most infamous examples of terrible early CGI faces was Dwayne Johnson in The Mummy Returns, which was a mere 15 years before Rogue One. Even if Tarkin doesn't look "perfect", it's a very important stepping stone for the future of this technology, and is only going to lead to better results longterm. ...But people don't care about that. Then the irony of that is that you want to go a completely different technical route than what they ended up doing for Tarkin which was a full CGI reconstruction, and go more towards the line of deepfakes. If I remember rightly one of the first times this was done was in Jurassic Park where Ariana Richards' stunt double looked directly at the camera after falling through the ceiling during the final chase from the control centre. OK it's quite basic - just a face replacement for a split second - but it meant that an excellent piece of stunt work didn't need to be reshot or covered up in editing. The fact is whether we like it or not Hollywood is going to keep resurrecting actors, or making them appear younger. So as long as they keep progressing these techniques, eventually it might become seamless for those who currently take issue with the "uncanny valley" look. And now because of the monstrous budget Fast X needs to earn about a billion dollars just to break even. Grosses on par with Fast 5, 6 or 9 won't do it. And with diminishing returns on both the US and China, it'll be really hard getting there (see here). The same will probably happen to Indy too. The movie is just way too expensive.
