It's quite possible that he was able to secure possession of both the sports almanac and Biff's wallet, though the latter would be taking us into very murky territory morally speaking. In a deleted scene, Bufford finds the wallet and when he sees the name Tannen on the ID card, he thinks Marty killed on of his relatives. That's why he's determined to have his duel with Marty later on.Wow, never knew that! They should have left that in.
