We've seen how Marty, when the need arises, is capable of performing some pretty complex physical manoeuvers. It's quite possible that he was able to secure possession of both the sports almanac and Biff's wallet, though the latter would be taking us into very murky territory morally speaking.

I have no memory of Biff's wallet having anything to do with Film 3. Heck, Biff doesn't even appear until the very end, most of the movie is set in 1885

Marty had it with him when he travelled to 1885. In a deleted scene, Bufford finds the wallet and when he sees the name Tannen on the ID card, he thinks Marty killed on of his relatives. That's why he's determined to have his duel with Marty later on.

Wow, never knew that! They should have left that in. Although, it begs the question of why Marty would have stolen his wallet to begin with?
