It seems highly unlikely they had any of this Rey Palpatine stuff figured out back then, especially when the idiot writer literally admitted they came up with the idea when writing TROS and the actress they cast as Rey resembles Natalie Portman and was assumed to be connected to the Skywalker family, since that's who these movies are supposed to be about. What I believe is that he wanted to make a musical connection between Kylo-Palpatine and Kylo-Rey and maybe there's why he end up connecting Rey to Palpatine.
