Empire has Exutate Justi (or however it is spelt). An outstanding piece of music. Witches does not have that.

But I agree with Stefan. After those two, that is when the real tough decisions have to be made.

EotS has a few highlights,but gets bogged down in murkiness at some points.That great choir cue when the japanese boy gets shot at the end is unreleased.Witches has some great cues:Township of Eastwick,The Tennis Game,The Ballroom Scene,Dance of the Witches,Darryl Rejected....

"The Ballroom Scene" has to be one of the most darkly romantic pieces of film music ever. God knows what about that scene in the film inspired William to create such a magical composition.
