  1. Harry Potter & the Prisoner of Azkaban was going to be rated as M15+. But a four member panel of the Classification Review Board has concluded that PoA should be rated PG, rather than the M15+ originally signed. I don't really know what was the reason for changing Prisoner of Azkaban from M15+ to PG.

  2. But 12A's mean that children under 12 can be accompanied by an adult so it will probably mean the opposite unfortunately.

    actually, 12A's means children under the age of 12 will be able to see a ‘12A’ film at the cinema if they are accompanied by a person of 18 years or over. The adult must watch the film with the child or children and not just pay for the ticket.
