New music of films in films (source film music)

With the coming of the Close Encounters and the source cues for 10 Commandments and the TV western (along with other instances like the Black Swan film in Conrack)

I was wondering (don't remember if we have covered this subject):

 

Why producers/director can get the rights of the video to those films but can't get the rights to their music, so John Williams (or maybe other composers) have to write new music for these films?

(hmmm... maybe it's a bit of a mix-up as I put it, but I trust that you understood what I'm saying)

 

edit: does anyone know any other such instances like the 2 i mentioned?

It costs one amount of money to license the visual footage and audio dialogue/sound effects of an existing piece of media to put into your film.

 

If the clip desired contains any music, it costs an additional amount of money to license that music.  Generally it is cheaper to put in your own music than license that music.

 

Simple as that.

Basic Instinct has a scene of Hellraiser running in the background. Goldsmith composed "That's Real Music" for that scene.

Plus it gives freedom in editing I would imagine.
