From Dutch Bruce Springsteen fanclub page Be True (www.betrue.nl):

That was for our Dutch friends, now translated (in my best English):

"Bruce and his kids can be big Harry Potter fans, their love is not

'answered' by writer of the Potter books J.K. Rowling. It rumored that Springsteen offered an unreleased song called ' Stand by you always' to use for the Harry Potter movie. But Rowling and John Williams (the composer of the filmmusic) didn't want to become the movie 'to commercial'. And music wasn't allowed to be 'too present'.

Now, Springsteen would have offered his song for part two again and his offered he was refused again. Potter record company Warner are a bit troubled with this, since the marketingpeople would like to have the Springsteen song in the film very much. Now hoping, the writer will go for it in part 3. I just saw this while I was getting some more info on the ticketsale for tomorrow. Yes! The Boss is coming back to the Netherlands again!

But funny that is is related to Williams.
