Lois Maxwell...From the beginning Cleese's character was the official next 'Q' and he already was 'Q' in TWINE (at least in TWINE's finale). It was only Bond who cracked a joke about him being 'R' and the producers followed it by naming him 'R' in the credit roll to distinguish him from the old 'Q'.
