Of course it makes more sense if you think ANH is one part of a 6 part series, since at the end of ANH the emperor is still alive, as well as darth vader, so in a sense... you could argue that tarkin is there just to have an (more or less irrelevant in the end) evil main character that dies at the end.The imperial march is more tricky.
