The general theory is that the planned trilogy of sequels was reworked into 4 shorter sequels, ala what happened with The Hobbit. Even if some people are still on that "Titanic SUCKS!" mindset, Cameron had a LOT more at stake back then. It was a labor of love, and Fox and Paramount were brave enough to let him make it.
