I think Mike has already finished making them years ago and they’re waiting on his HDD for Iger and/or Kennedy to give the go.
Since I and everyone else have been waiting for decades, many of us for 46 years for these releases, it’s fair to say that patience is all we have. But I don’t believe it has anything to do with patience anymore, but whether Bob Iger and Kathleen Kennedy want it to happen or not.

So why give RotJ a theatrical re-release then? That's a pretty heavy celebration of the original franchise vision right there.
Also, do remember that Solo was a box office disappointment, and only got a deluxe edition because Powell pushed for it (with the same likely being the case for Giacchino on RO). So given those particular facts, I'm finding it difficult not to conclude that it isn't up to the composers to have any considerable say on the matter. The only exception would be Griskey's KOTOR II, since he was surprised by its release (though it is yet another example of them acknowledging a pre-Disney Lucasfilm product).
There absolutely is plenty you can knock both on in their time at the company, yet all this can amount to is just speculation ultimately.

Isn't the likelihood more that it's JW himself who is hesitant if Matessino can directly say that he and others from the studio know people want it? Especially if they were able to let Solo and RO be expanded, so there's certainly more to it than we might be able to see. Besides, neither Iger (who barely came back btw) nor Kennedy have their names on the Mondo release of the latter, so I question if they even would have any investment on the matter outside of the packaging and marketing.

At this point I’m beginning to think that Bob Iger and Kathleen Kennedy “hate” John Williams. I simply can’t find any other explanation why they aren’t letting Mike and LLL (or even WDR) release the original Star Wars Trilogy scores. They didn’t last year when Star Wars had its 45th Anniversary and it doesn’t look like they are this year on Return of the Jedi’s 40th Anniversary.
It’s like they just don’t care at all. It’s both sad and very disrespectful towards Maestro Williams. And the fans of these legendary scores.

I've got a few ideas:
The Dial sends the main characters back in time 250 million years to a beach swarming with... horseshoe crabs!
Alternatively, they're flung into the far future in which earth has been taken over by giant.... tardigrades! (They can survive in space dontchyaknow)

Fortunately, some tracks from Return of the Jedi are legit surround mixes!
Here are some examples of things I can't remember hearing that well (or at all) in the stereo mix:

So we can assume all the other tracks come from the original stereo album master, and so required a fake Atmos mix for this new release.
This doesn't mean that the original session tapes are damaged or lost for those cues! Maybe they just thought in 2017/2018 that their album transfers had already the film mixes and sounded good enough, who knows

The 1993 4-CD anthology, 1997 2-CD set, all video games, basically everything we know about, all used the 1983 album master (if not a rip of the CD itself) for these 6 cues.
To our knowledge, the original elements that those cues were recorded to have never been located again after the album master was completed. Rumor has it that the original element might have been sent to the makers of the documentary "From Star Wars To Jedi: The Making of a Saga", because the English version of Lapti Nek appeared in that doc, but I have no idea if Lapti Nek was recorded on the album day or not >shrug<
Fun fact: because the clean opening of the End Credits cue is not available, the end credits track on the 1997 2-CD set actually begins with The Empire Strikes Back's end credits opening before seguing into the ROTJ recording as soon as it can. And we're now going on 40 years since anyone has heard the majority of the Jabba The Hutt concert arrangement recorded that day.
We don't know precisely what element(s) from the main scoring sessions have survived, but ones that sound better than what was used for the 1993 and 1997 sets definitely exist.
I cannot recall off the top of my head if there was evidence when the 2018 sets came out if the tracks that are entirely made up of material from the main session (01 Main Title [The Main Story Continues], 02 Into The Trap, 08 Rebel Briefing, 09 The Emperor) were taken from something different from the album master or not, but if the new Atmos mixes of those tracks are different than the others than that would make sense.
