We do not necessarily need episodic Star Wars movies. We need fresh, bold, mature storytelling, in whatever format that can use.

Exactly. The Empire is terrible but it made the average citizen complacent with the slow loss of freedoms. There are no large pockets of resistance because only the loudest troublemakers get hauled away. Most people know that open resistance is pointless because it does not happen. 
 
Luthen is a visionary. He knows that to have a chance of toppling the sleeping giant, you need to piss it off. An organized rebellious act will do just that. You need to make the evil Empire act WORSE to push more citizens over the edge into organized Rebellion. 
 
It's counter intuitive because it will make life worse for the citizens, but he's playing the long game. 

He's 90 now and pretty much retired, AFAIK (the most recent picture I saw of him was at an Oscar event with Morricone in 2016).

I trust Gilroy not to cheapen the emotion of the show and the arc of Kino by making him survive somehow.

I hope it's better than the leaked sideways shaky cam from the festival last month.

I could not care less how many reactions my posts have.  I find it amusing that another human would spend the effort to change it.  That's all.

I'm not sure that an ex-Jedi would stay on Coruscant and maintain a public image with his own face. Even with the wig and personality changes, the risk of some ex-Republic officer remembering him, or Inquisitor sensing him, is too great. 
 
Maybe he got a face change can suppress his Jedi powers?  I dunno, I would like to see this show ignore the Jedi and other mystic arts, in favor of the purely human story. 
 
On the other hand, if Luthen were simply an ex-Republic officer who defected to the Rebels, it would make him even harder to hide in the open. 
 
Unless the best place to hide IS in the open, in the early years of the Rebellion.
